How to submit your IPHH return to INE in Portugal

Properties in Portugal must file the IPHH guest-stay survey with INE each month. Connect your INE WebInq login in Settings, and Amenitiz prepares the return from your bookings and files it with INE for you.

Properties in Portugal must file the IPHH (Inquérito à Permanência de Hóspedes na Hotelaria) guest-stay survey with INE, the national statistics institute. Amenitiz prepares that return from the bookings already in your account and sends it to INE for you.

You connect your INE WebInq account once. Each month, Amenitiz builds the return, checks it and files it with INE on the fixed schedule below.

This applies to properties in Portugal only.

Before you start

You need your own INE WebInq login — the one you use at webinq.ine.pt. There is nothing extra to request from INE or from Amenitiz.

Have your establishment details as registered with INE to hand: your 13-digit INE establishment code, your NUTS region, your NIF, your CAE establishment type, your category and your legal business name.

Each property files under one INE account. If you manage several properties that file under different entities, contact our support team.

Step by step

  1. Go to ReportsIPHH Report Settings.

  2. Under INE WebInq credentials, enter your WebInq username and WebInq password.

  3. In Establishment Information, fill in Establishment type (CAE), NUTS region, Category, NIF, INE establishment code and Legal business name (Designação social).

  4. In Situation, tick Has accessible rooms if that applies to your property. Tick Seasonal operation if you close for part of the year, then select your Closure months.

  5. If your establishment reports apartments, assign each unit its typology from T0 to T6 under Apartment typology (Quadro 2).

  6. Click Save.

A banner at the top of the page — Complete your IPHH settings before submitting — lists anything still missing, such as the establishment code, the NUTS region or the WebInq login. When the banner clears, your property is ready and the next monthly run files for you.


How the monthly submission works

  • On a fixed date. Amenitiz files the previous month's return on the 10th of each month, at around 06:00 UTC. Complete your settings before the 10th for that month to be filed.

  • The figures are checked first. Each return is validated automatically before it leaves Amenitiz: your settings, INE's official code lists, the file structure INE expects, and INE's own plausibility checks. A return that does not pass is not sent.

  • A month is never filed twice. Once INE has accepted a period, Amenitiz does not send it again.

⚠️ Warning

Amenitiz does not show the submission status in your account. INE emails you the result of each submission, and each month's status appears in your own INE account, under Entrega via ficheiro XML in WebInq.

Check there each month. If a month is missing, contact our support team with the property and the month concerned — that period needs to be filed again.

⚠️ Important

If you change your WebInq password, enter the new one in IPHH Report Settings. Until you do, the monthly submission fails.

⚠️ Warning

Record a country of residence for every guest. Guests resident outside Portugal whose country of residence is missing count as unidentified, and once they pass 5% of your other foreign guests, Amenitiz cannot file that month — INE would reject it.

The check runs on arrivals, guests who stayed the night and overnight stays. Going over on any one of them stops the whole return, so the month stays unfiled until someone files it again.


FAQs

Which INE login do I use?

Your own existing INE WebInq adherent login — the same one you use to sign in at webinq.ine.pt. There is no need to create a second adherent.


Do I need any extra code or registration?

No. You connect your own INE login and that is the whole setup. There is nothing additional to request from INE or from Amenitiz.


Is my WebInq login stored securely?

Yes. It is stored securely and used only to file your IPHH returns with INE.


Do my credentials expire?

No. But if you change your WebInq password, enter the new password in IPHH Report Settings, otherwise the next submission fails.


Are the figures checked before they go to INE?

Yes. Every return is validated automatically before submission, including INE's own plausibility checks, and a return that does not add up is not sent. The check is automatic — Amenitiz does not show you the figures for approval first.


How do I know my return was submitted?

INE confirms each submission by email, and the accepted or rejected status per month appears in your own INE account under Entrega via ficheiro XML in WebInq.


Can I download the return and upload it to INE myself?

Not at the moment. Amenitiz sends the return straight to INE. A download option may come in a later release.


What if I have several properties?

Each property files under one INE account. If you manage properties that file under different entities, contact our support team — that case is handled separately for now.
